My six month old has a bad rash...?

On his neck, because he is teething and constantly slobbers. I replace his bibs a LOT, but that doesn't seem to help. I've tried baby powder & baby cream (desitin, a&e ointment) several times, and while it helps somewhat, the rash is still red & looks very irritated. Has this happened to you? Suggestions?
